March 15, 2023 at 11.00 in Uralsk, a meeting of the Committee on Agro-industrial Complex and Food Industry of the Regional Council of Entrepreneurs was held, under the leadership of the Chairman of the Committee of the Agro-Industrial Complex of the Regional Council of the Chamber of Entrepreneurs of the West Kazakhstan Region Berekeshev T.M., together with representatives of the Office agriculture of the West Kazakhstan region: acting head of the department of agriculture - Kubiev Asylbolat Tlekovich, head of the department of mechanization, state technical inspection and processing of agricultural products - Sitkaziev Berik Maratovich, representatives of local executive bodies, members of the Committee of the Agro-industrial complex of the Regional Council of the Chamber of Entrepreneurs of the West Kazakhstan region and directors of regional branches of the Chamber of Entrepreneurs of the West Kazakhstan region .
The following items were considered on the agenda of this meeting:
Problems in the sale of sunflower seeds in the West Kazakhstan region in connection with the introduction of export customs duties.
Regarding the allocation of cheaper diesel fuel for spring field work in the West Kazakhstan region.
On the first issue of the agenda, representatives of the Department of Agriculture of the West Kazakhstan region, representatives of agricultural producers of the West Kazakhstan region made a report that last year the gross harvest of personal oil in the republic amounted to 3 million tons, which is 25% higher than in 2021 (2.4 million tons). Including sunflower, 1.3 million tons were harvested against 1.0 million tons a year earlier (+30%). In the West Kazakhstan region, 145 thousand tons of seed oil were collected, including sunflower - 56.4 thousand tons (the share in the Republic of Kazakhstan is 4.3%). To date, 23.6 thousand tons of sunflower (12.8%) are stored at the grain receiving point of the region.
At the interdepartmental commission (IAC) with the participation of business representatives and the National Chamber of Entrepreneurs "Atameken", a decision was made to establish an export duty on the export of sunflower seeds.
From February 4, 2023, in accordance with the order of the Deputy Prime Minister - Minister of Trade and Integration of the Republic of Kazakhstan dated January 20, 2023 No. 35-НҚ, a duty of 20% or 100 euros per ton is valid for sunflower exports. The Ministry of Agriculture of the Republic of Kazakhstan together with the National Chamber of Entrepreneurs "Atameken" from all regions requested information on the availability of sunflower seeds (residues) for sale. According to the agricultural producers of the region, there are currently 15.5 thousand tons of sunflower for sale.
On the second issue of the agenda, representatives of the Department of Agriculture of the WKO, representatives of agricultural producers of the WKO reported that in 2023, Agro formations of the region plan to sow 446.0 thousand hectares (excluding perennial grasses of past years - 154 thousand hectares), of which: grain and leguminous crops - 238.4 thousand hectares, oilseeds - 163.5 thousand hectares, fodder - 34.5 thousand hectares, potatoes - 4.2 thousand hectares, vegetable and melon crops - 5.4 thousand hectares.
Every year, about 11-11.5 thousand tons were allocated to the region for spring field work, taking into account fodder harvesting (haymaking).
And this year, a letter was sent to the Ministry of Agriculture of the Republic of Kazakhstan about the need to provide 13.5 thousand tons of diesel fuel.
To date, 6.5 thousand tons of diesel fuel have been allocated from the Atyrau Oil Refinery for spring field work (March - 1 thousand tons, April - 2.2 thousand tons, May - 2.4 thousand tons and June - 0 .9 thousand tons), and the volume of 7 thousand tons for fodder is under consideration in the ministries of agriculture of the Republic of Kazakhstan and energy of the Republic of Kazakhstan.
This year, due to a little snowy winter and early spring, additional agrotechnical measures are predicted, including peeling, additional harrowing, cultivation against weeds, and chemical weeding. To implement the above additional measures, 3.3 thousand tons of diesel fuel are needed.
It should be noted that NEFTEK Operating LLP has been appointed as the operator for the supply of cheaper diesel fuel in the amount of 6.5 thousand tons allocated for spring field work in the region from the Atyrau oil refinery to the city of Uralsk. The selling price from the oil depot from the city of Uralsk for 1 liter is 211 tenge, the price from the gas station for 1 liter is 215 tenge, the price of delivery to the regional centers of the region is 213 tenge for 1 liter.
Following the meeting, representatives of the Department of Agriculture of the West Kazakhstan region noted that all the information provided on the problems in the sale of sunflower seeds in the West Kazakhstan region in connection with the introduction of export customs duties was sent to the Ministry of Agriculture of the Republic of Kazakhstan.
Regarding the allocation of cheaper diesel fuel for spring field work in the West Kazakhstan region, a letter is being prepared to the Ministry of Agriculture of the Republic of Kazakhstan on the allocation of additional diesel fuel in the amount of 3.3 thousand tons to the region.
